THE BASIC TRAINING PROGRAM is designed to help the steward develop some of the basic technical skills to help him or her become an effective union representative. Participants will be given a copy of the updated AFSCME Steward Handbook. These topics will be covered: Structure of the union Steward roles and responsibilities Knowing and using the contract Duty of Fair Representation Weingarten Rights Processing a grievance, which includes: identifying, investigating, documenting, preparing and writing a grievance.
